Research, Planning and Development – Intake Process (September 2012)

Scope: RPD intake process, from point of request by customer to decision point for work, including external customers

Out of scope: Pre-requests and the change process, Special initiatives, Ad hoc requests, Closing process

County-wide Contracting – Three Phases

Sourcing and Selection (October 2012): The scope includes professional/personal service agreements, consulting service agreements, human service agreements, and other agreements chosen by direct negotiation, request for information, request for qualifications, and request for proposal.  Out of scope items are all bid agreements, grants, memorandums of understanding, joint powers, cooperative agreements, and competitive lease agreements.

  • First step in process: A county staff member identifies a need for services.
  • Final step of process: The point immediately prior to use of standard contract forms.

Negotiation and Approval (January 2013): The scope includes professional/personal service agreements, consulting service agreements, human service agreements, and other agreements chosen by direct negotiation, request for information, request for qualifications, and request for proposal.  Out of scope items are all bid agreements, grants, memorandums of understanding, joint powers, cooperative agreements, and competitive lease agreements.

  • First step in process: A vendor (or short list of finalists) has been identified; use of contract forms is initiated.
  • Final step of process: Final contract is approved and deliverable commences.

Contract Management (April/May 2013): The scope includes professional/personal service agreements, consulting service agreements, human service agreements, and other agreements chosen by direct negotiation, request for information, request for qualifications, and request for proposal.  Out of scope items are all bid agreements, grants, memorandums of understanding, joint powers, cooperative agreements, and competitive lease agreements.

  • First step in process: Contract has been signed and approved; contract execution begins.  Notice to Proceed optional.
  • Final step of process: Contract is closed out.

Metropolitan Health Plan #1 – Service Authorizations & DTRs (March 2013)

 Description: The scope of this event will cover MHP service authorizations and Denials/Terminations/Reductions.

In scope: All products and requests, including Hennepin Health requests and review of DTRs

Out of scope: DTR appeals process

First step in process: Medical request is made for determination of coverage and medical necessity by Medical Administration.

 Last step in process: MHP makes decision to authorize or deny/terminate/reduce and communicates that decision to member and/or provider

  • Grants Administration (December 2012)
  • P-Cards (January 2013)

 PROJECT DEFINITION: Examine multiple processes within Emergency Management to understand current practices and develop improvements by usingLean and continuous improvement methods.

 Rational Aim: Emergency Management staff are educated in Lean and continuous improvement principles and are able to apply them to internal processes.

 Experiential Aim: Emergency Management staff take ownership and are fully engaged during process improvement event
